School Board Meetings

The Dickinson school board is elected by the citizens to be legally responsible for all major decisions regarding school board policy, the budget, expenditures and expansion. The Board has complete and final control over local school matters. Only State and Federal law limit it. The school board acts officially only as a corporate group. An individual Board member has no authority outside of a formally called Board meeting. No one acts in the name of the Board except when authorized by the Board to do so.

It is the responsibility to provide tax money for maintenance and operation of the schools and to submit bond issues, when necessary to the District’s voters for construction of school facilities. The Board also selects the superintendent as its chief executive officer.

There are five school board members. Terms are four years. Elections are held in even numbered years with all Board members terms being staggered. The biennial election is held with the city/county election in June. Board members are selected by popular election. There is no limit on the number of terms a Board member may serve. Information on school board elections can be obtained by calling the superintendent’s secretary at the Central Administration Office (456-0002).

The Board elects officers at the annual meeting in July. Officers include the president and the vice president.

The public is welcome and encouraged to attend school board meetings to be informed citizens. Your attendance is appreciated. Regular monthly meetings are held the second Monday of each month at 5 p.m. in the Board room of the Dickinson Public Schools Central Administration Office located at 444 4th St. West (use the east or west door). Handicap parking is available on the east side of the building. Special meetings may be scheduled, if needed. The annual meeting of the school board is held in July following the annual election. The August board meetings begin at 6p.m.

All meetings are open to the public and are subject to North Dakota law. A majority of the Board (3) constitutes a quorum for the transaction of business. Agendas are available at each meeting and on the web site. The agenda is also posted in the east and west hallways of the Board room and in each school lounge.

The media is officially notified before each meeting.

Because the Board desires to hear the viewpoints of citizens throughout the District, it has scheduled a time period for public participation. Any person wishing to address the Board must make a written request prior to the meeting. A public participation form is available in the Board room or from the Central Administration Office superintendent’s secretary. Each individual is limited to four (4) minutes with not more than thirty (30) minutes total time allocated to comments from those attending. Speakers may offer comments relating to school operations and programs but the Board will not hear personal complaints against any person connected with the school system. Speakers must address topics that are on the agenda. If a citizen would like a topic added to the school board agenda they must meet in advance with the Superintendent. The Board reserves the right to eliminate or restrict the time allowed for public participation. Any group addressing a common concern may be requested to designate a spokesperson.

An important feature of public schools in America is that control over the education of your children has been kept close to the people. Because the school board believes in this tradition, your participation is welcomed and you are encouraged to express your views on matters affecting your schools and students.
